Sample the process table

One sample of the host's running processes, taken when the request arrives; the daemon runs no background loop. CPU, disk, and wakeup figures are rates measured against the previous call, so the first call after startup reports zeros for them. Processes the daemon may not inspect are omitted. Requires the **operator** role.
