Installation readiness

Verifies the installed daemon, dashboard, menu bar, and required permissions before setup reports completion. The daemon and menu bar each report Full Disk Access. An installation, reinstall or update may finish with permissions pending once its components are running and its file transaction has committed; this endpoint reports `awaiting_permission` while a grant is refused. A permission check that can't verify access either way reports a `warning` component and does not hold back `ready`. Requires a signed-in user; remains available while licensing or missing permissions block management. `/health` reports liveness only.
