Create a local workflow
Publishes instructions and optional base64 supporting files. Bundles allow 64 MiB, 512 files including SKILL.md, and 16 directory levels. Each supporting file is limited to 16 MiB. Requires the admin role.

Create a workflow draft POST
Creates a draft that expires after 24 hours. For an edit, send targetSkillId and baseRevision; the draft inherits that revision's supporting files. The target and base revision cannot change later. Generate a lowercase UUID draftId before sending the request. Retrying the exact initial body with the same ID returns the same draft and preserves staged files. Changed reuse returns 409; another owner's ID returns 404. Requires the admin role.
