Publishes the complete bundle atomically. An edit succeeds only if baseRevision is still current. A consumed draft returns 404; an interrupted retry retains its publication identity. Requires the admin role.
Replace a local workflow PUT
Replaces instructions and supporting files. Send baseRevision; stale revisions are refused. Synced content is read-only. Enablement is preserved. Requires the admin role.
