Update draft instructions
Replaces draft metadata and instructions. Upload files through the file endpoint; files and draftId are rejected here. targetSkillId and baseRevision may be omitted or must match the existing draft. Requires the admin role.

Pulls the configured workflow catalog now instead of waiting for the six-hour sync. A pull that does not finish leaves the workflows on this Mac unchanged. Requires the admin role.

Writes raw bytes, limited to 16 MiB. SKILL.md is generated from metadata and instructions. Traversal, links, special files, and conflicting normalized paths are refused. Requires the admin role.
